Villain is a 49/26/55% idiot over 20 hands or so.

What's our line to maximize value on the turn & river? Which street are we planning to raise, and for how much? Also, flop bet is good? Smaller/larger/check?

Here's how I'd play it, and from my poor results at 50nl take that for what it's worth.

I'd try and get to showdown cheaply as possible, and pray for an 8 on the river. So I'd call the turn and c/c a reasonable river bet. You are either WA/WB here no?

I'm not sure WA/WB applies, since any club has a flush draw, and hands like 89 have a lot of outs. Plus, I think its more like Almost Always Way Ahead/Rarely Behind with top two pair here. I suppose he could have a 7, but wouldn't he bet more? This just seems like a blocking bet to me, and these min-bets are almost always weakness.

I think I can get called by worse, the question is where to put the value bet. Raise the turn or on the river?

I would raise the turn here, that way you will get value from his draws and set your price for showdown by checking back the river, assuming he doesnt donk into you. I don't think I would make a very big raise though since he is somewhat short I wouldn't want to encourage an all-in confrontation. Somewhere around $4 sounds about right.

I agree with this. Treat the min-bet as a check, and charge him for any draws. If he re-raises you, you can probably let it go. Then probably check behind any blank river as any missed draw will fold and better hands will call/raise.
