$50 NLHE FR - re raise on flop where lower overs possible, optimal line to take here?

Villian Stats (VPIP/PFR/AF): 11/8/2
1.5k hands sample
check raise frequencey 4% on flop

guys a total nit but not sure if hes protecting overs from the draws or he actually thinks he's ahead.
cant take queens and jacks out of his range neither as well as sets, whats the most optimal line to take in these situations and how would they differ on a laggier player?

My standard line vs this player is to call flop and maybe call turn depending on bet sizing but if the bestsizing gets close to pot thinking of folding.

If he's got TT-QQ in his range here, you pretty much have to stack this board. We've got like ~3:1-2:1 equity on this flop, depending on how many nines you put in their range.

I just 3-bet here and stack it.
