i dont really see a problem with value betting this as there really arent many 9s in his range, 1/2 pot seems fine here

Theres lots of 2 pair hands you can get value from, although if he shoves/raises it's pretty gross but I think I would fold.

Definitely bet...c/c is a terrible terrible terrible line here as villain always has a made hand on this board and @50nl vs an unknown you are almost never looking at somebody turning a made hand into a bluff to get you to fold 2 pair/set. Stack sizes are awkward if you get shipped...you could probably bet $18 and fold to a shove since i can't see anybody shoving worse than a 9. 2 pair/sets probably won't fold so there is plenty of value in betting.

im trying to put him on any hand that would include a nine but i cant.
i would bet about half the pot. the only think that makes any since to me is he MIGHT have AK. if he does very ul you, very lucky him.

There are quite a few 9s that could be in villain's range: J9 (tho should raise turn at least), T9, Q9, 9cxc, 89 is double gutted and picks up a pair on turn, etc. but there is also alot of other worse stuff that can call.
