read on villian is that hes pretty loose before the flop and passive after. i think he might be tired of calling my raises and folding to my c-bets. the reason i didn't raise flop is because bullets had min-bet donked into me previously and stacked my AK on a AK4 flop with 4/4 (good thing he doesnt buy in for max :) ) anyway, this guy's line makes no sense to me at all, what do you think?

No idea what he has, but I'm dumping this. No point risking your stack on a flop like this with only top pair (or 2 pair rather)...

What was bullet's action after this?

meh

Im guessing a weak weak flush, and he didnt want someone with a K Q A 10 to draw for a higher flush?

or... psycho...

easy fold imo.

Edit: My question to you is, why did you call a min bet on the flop? Pot odds? Sure, but you hit top pair and folded. I would say take the .50 bet / calls as weak and re-raise to $3 or $4 to push out any draws... lots of "those" people will min bet with a draw or low pocket pair to hopefully push a few out and establish aggression.

Anyway, in the long run, it only cost you .50 more cents... but if he only bet $2 here and really had the flush, he could have strung you along for several $$ (and the 4 card flush on the flop has better odds of hitting than your pair)

You're only beating a total bluff or maybe an idiot with KJ or suchlike. As he's betting $20.50 into a $7.50 pot he has to be bluffing a hell of a lot to make calling profitable, pretty easy fold.

I guess that wasn't the real question though and you're more curious about villain's range. If he is passive, it's doubtful he'd do this with a small part of the board - I think we can even go so far as to largely discount Jx here. Basically he either has a huge hand or has absolutely nothing most of the time. Nothing really makes sense here though as a huge hand will want to get paid and the huge overbet with something like a small flush is only getting called by a hand that beats him.

So yeah nothing makes sense. Make a note and move on.
