It depends!!

Against and unknown, regular or passive player then folding to the shove looks correct. If he is an aggressive type I might consider calling it off. Aggressives are capable of shoving here with flush draws so you have to consider calling sometimes. He could easily shove Ac Kc .KcTc here for instance, I favour the former as he raised preflop over an utg opener. He could also have JJ QQ KK AA in the hole here. A decent player usually only 3bets an utg opener with a very tight range. JJ+ from the BB
As a result of that given range I'd say your flop raise looks a bit ambitious, a call might have been more appropriate.
Poker it very seldom just about the cards, the player type, what their normal habits are and what they are capable of has a huge part to play in guiding your decision making. Stats?

So your UTG open gets 3-bet small from an unknown. How come no info, reads or stats?

In a wind tunnel the flop is a fold when you raise. He can only have AcKc that you're ahead of that would make any sense. Some reads or actual info would help with the decision making though. AcTc would be a stretch, but could be in there depending on your opponent. Your opponent should be 3-betting your UTG open with a range that has you beat here pretty bad. But it's 5nl.

Assuming we are dealing with a completely unknown player as there are no stats I would only call the flop. If I did end up raising for some reason I'll folding to the shove.

However all this completely changes if we have even a small sample of stats on our opponent.
