The guy is 68 / 12 over 25 hands so tentatively estimated as fish.

Flop - OK, so he is definitely a fish. I am not raising since that doesn't work so I take another card.
Turn - I pick up OESD and bet out. Purpose is to inflate pot a bit in case I hit so I can get paid. Sizing is questionable, I expected a call or a minraise (mostly call). Fold almost never.
River - I missed and I know if I check he bets too much to call, so I try for a blocking bet, which fails.

I call here because I have better than 3:1 and I'm just paying an additional 80 cents and this is just such a weird spot that I wanna know what the hell he's doing this with. Who knows, maybe he has some busted draw and is attempting a bad bluff or whatever sometimes. Maybe he drilled some random 2-pair. I wanna know, this is info I can use in the future.

I don't mind the turn lead give we have picked up more equity; but what is the river sizing all about? It's a horrible blocker bet size.

As played; I probably call. I doubt he has a Kx in this spot and the only draw that got there was A3 which is unlikey and we have blockers to any other sort of straight draw. Villain is probably raising because your bet looks so weak.

I prefer a x/c on the river btw, we give him a good chance to bluff his missed draws.

Well since he is pretty passive I thought even a small blocking bet will suffice, and if he wants to raise he does it regardless. Still unsure if a bigger bet would change much, but maybe 0.35 is more like it.

I don't think he bluffs, he has something here for sure and even a pair of 7s beats me.

Seeing his bet OTF, I think that against this player your blocker bet was probably sufficient. I agree though with ramdeebam that river is a x/c because his range has so many missed draws. A part of that range may venture a bluff, while it would fold to a bet.
I also think that when he 4x-s you OTR he has you beat 100% of the time. I guess he could have 33. But it's a fold imo
