I havn't run the numbers, but I'm pretty sure it would be +ev to to raise on the button with a 7 2 against this kind of player (the sb was very very tight and unlikely to call), let alone a hand like A 7.He checks then folds, or small bets and then folds when raised a ridiculous amount of times (70% c-bet fold as an indicator), so in my eyes it doesn't really matter what cards I had, I was going to win the pot uncontested on the flop enough times to make it worthwhile. Still poker ev is still a murky subject for me so I am happy if someone comes a long and tells
me that I'm full of crap!
As for 2.1 to 1...The maths behind this is basically for every time you hit you are going to miss twice, so out of 3 times total you will hit once, miss twice, hence 1/3.
