Utg but with a fishy stack size and a fishy looking min raise so I assume he isn't competent reg.
In that case it's a standard check to the raiser to let him cbet. 2/3 of the time a reg is betting with air so I will nearly always check to let him bet his air.
No competent player is giving you a free card on that flop with the straight and flush possibilities offered by the 6-7 both clubs.
So now im of the opinion that he is a fish but as he was utg im not taking any liberties especially with KQ which is a trap hand in the blinds against a normal utg raise. His raise on the river probably indicates he thinks he's good and Id call expecting to be beaten. He has such a wide range its difficult to call it. But as you posted it its probably a stupidly played AA KK or AQ.
