Yeah, but you don't know if SB or anyone is calling.
It's not that 3-betting is horrible here, but calling is higher EV because you can play for set and pair value post flop with position. You only have 23 hands on your opponent and 20% PFR is pretty typical for 6-max to slightly passive. So you really don't know much about his UTG range. Assuming it's normal though, you're not doing well against his 3-bet calling range (again, assuming his stats somewhat normalize into reg stats).
To simplify this you'd basically flip/flop your equity in the hand from having a 60/40 advantage pre-flop if you call, to a 40/60 disadvantage if you 3-bet. After you add up the math of how often you fold to a 4-bet, miss out on set mining, using your position postlfop to outplay him, etc... it's just higher EV to call.
