I made a mistake and usually raise this 4x BB with a limper, but the hand likely plays out the same regardless (maybe SB doesn't make the preflop call).

What does such a tiny turn bet mean?

Call and find out. If he has the nuts he'll probably overbet the river, as played you're getting good enough odds to call.

He might be playing top pair like the nuts, he might have 2 pairs / set or he might have a silly draw played awkardly. But it's not a Baluga situation so you can continue, just call tho and make a note

OK, so I called the turn and river falls Js.

3 Scenarios:

1. SB checks -> Hero ???
2. SB bets between 2/3 to full pot -> Hero ???
3. SB overbets/shoves -> Hero ???
