It's best to just raise the flop and take the initiative, imo.

Raising the turn is telling him you have the nuts, raising the flop could just be Kx or 89.

I think that on turn you must raise 3 bet

Its safe to just call the dry flop, and then raise turn to i love to raise flop right there, if he have TP he will never fold at these stakes, so you can easily get it in on flop, tho turn raise is also an option, dont really like to wait till the river to get the money in, what if river was 5, do you still have an easy decision to put the money in?
