$5 NLHE 6-max: Preflop raiser bets two streets, I donkbet river, should I call reraise?

Hand has me really confused.

The villain was not very loose. I did not have much time with him. About 10 min. (Wish I had HEM). He never really got out of line. So, when he reraised me on the river, I was confused. His line seemed very strong, but did not know if he was overplaying his hand.

I would bet the flop or check/raise all in on his bet.

I would call the river. He's been betting from the flop on so you don't worry so much about 99. You worry about a set here but he might have JJ QQ and thinks it's good.

I would rather just get the money all in earlier and not have to make this decision.

Slowplaying an overpair against two opponents just isn't a really good idea even if they are aces.
I can sorta see why you'd play the flop like this as you don't have much to fear except the FD and of course a set, but you should definitely have check/raised the turn at least, after you see both of them are interested to get to showdown.

I don't know what you are trying to accomplish with your bet on the river, but you aren't getting anyone to fold. CO is completely committed, and after his call all-in BTN gets 7.3:1 on his call when he has already shown significant strength.

Even if you fold to his river raise he still has to beat CO's hand so it's safe to assume he has done more than just pair the 10. I can see him having AT, TT, 66, 99, T9s, JJ, QQ, KK, AA. CO should have some kind of hand as well, though I don't understand his line at all.
I think you can call here, but the spot sucks and you could have avoided it by showing adequate aggression.
