I would call.
break even condition is 2 correct out of 5 times on average.

I don't think there are much flush combos here
compared to TX, and middle pairs, or some stra8 draw bluff.

it is over break even condition, just call.

I am probably going to make a crying call here. His passive line looks like a chase to me, unless you have reads. A bad passive player will chase and bet when he hits.

But a bad passive player will have a lot of Tx as well, and stupid bluffs and second pair etc so I guess a call is probably good.

Calling a 100% here, he definitely has to have some bluffs.

He is never bluffing, but he might value bet T, 2P or sometimes 9.
