I would 3 barrel.

That way you are guaranteeing money in the pot if you hit, and you can fold alot of hands that beat you if you miss. You can slowdown for value if you hit on the turn (but I wouldn't, I double barrel enough for villain to call me there)

Villain is really loose. I'd look to either bet/3-bet the flop if you think villain is capable of bluff raising, or just give him the old fashioned check/raise.

Either way, you've got a good chunk of fold equity against a guy this loose pre.
