I would not. A two broadway, potential flush draw boards are some of the worst boards to c-bet on. Especially, if you are trying to get your opponent to fold.

In this scenario, if your opponent has any ace, any flush draw, or any 2 broadway cards, he will call at least once. And even if it goes to the turn and you do hit the set - are you really that happy? And can you really fire the second bullet on the turn with that ace on board? I think not.

PLUS, you are playing out of position here vs. an opponent, who has flat called a 3-bet, meaning, you are most likely behind on a flop of this texture.

Just give it up and check at this point.

It's a little tricky because of his stack size. Against someone who is loose here, and can definitely call pre too wide and on the flop too wide, it's 100% a c-bet w/ 100bb starting stacks. The problem is the bet sizing if you are planning to bet/call or bet/fold. I'd perhaps bet .40 and fold to a shove, but it's still close and it's going to be read dependent on how many draws you think he can have here, and/or if he's tilting at all, which is a real possibility based on the stack size and his stats.

If it was against someone who wasn't this loose, then I'd prefer a check on the flop and evaluate what they do.

I would go for a 1/2 pot cbet then reevaluate on the turn,villain range could also possibly be 7 7-9 9.

It´s hard to Cbet in this board, so in that spot, like they said above, you could hit one more barrel trying to extract from lower pairs. But I don´t believe this move is a good option for a long period of time, so I would not. JJ is a very difficult hand in that spots.
