such weird play from fish villain .. should I have folded this?

The shove screams set to me. Depends how he was post flop, but I wouldn't be happy getting it all in on the flop with pocket 9's even if it is a low board. Was he aggressive post flop or..? Fish can be dumb, but unless he's a super maniac going all in every hand, it's rare for him to be doing this with just a pair. I'd prefer to wait for a better spot and just be happy with the thought I'll have his stack soon enough.

Pot sized donk bets are generally strong, and you have the main straight draws blocked. I'd call the flop hoping to see a cheap showdown.

Don't disclose the results of the hand.

I don't hate your play getting it in like that seeing as he is a fish and could be bombing top pair or something too, but I would prefer to have stronger reads before doing so. I think just calling flop and evaluating later streets is the best play

Decision should be made on the flop. Calling to reevaluate is not exactly a great idea. If he has a draw, he's not going to stop firing. And he has decent equity vs you. And if he's bad enough to be donking two pair/sets onto a semi-connected board with no FD, your equity isn't that great either. He won't stop firing regardless of whether he has a draw, two pair/set, top pair, or 1010/JJ (people do flat these hands sometimes and go crazy with donk bets on these boards). Don't mind folding to a pot-sized donk bet with no reads. We're going to be behind his range a decent amount of the time.

You can't always be certain of every outcome though. You don't know what cards will roll off on the turn and what his action will be. It's good to have a clear idea of what you will do in a multitude of scenarios of course. So when I say call and evaluate I mean call and if he continues v aggressively maybe you can lay it down on later streets depending on the board runout and sizing and timing. We've only played 35 hands with villain but in those 35 hands he's proven to be quite aggressive. Obviously a tiny sample size but still when it comes to close decisions we need to take advantage of any snippet of info we have.

I don't think we know nearly enough to be folding flop. I don't make a habit of folding something like 99 here with such little info.

99 pretty good hand, but i'd play passive this board, prefer see next cards more cheaply then you did, and villain shoves, he don't wanna give you free cards - you must fold, yours 99 - weak, damn call 68.4BB - throwing chips away.
