Villain is 21/11, 4% 3bet, 25 AFq, 25% Foldto3bet (1/4 times) over 79 hands.

With the low fold to 3bet stat, I started to become worried that he had a set and was slow-playing or that he hit a set on the turn or river. Why else would he call a PSB on the flop?

Should I have just kept betting?

Even if he is terrible and calls oop to 3bets with pp's and has a set a small amount of time then betting 3 streets is still gonna rake the money in.

What else would he call a PSB on the flop with apart from sets? Well TT-JJ-QQ are in his range? a tricky KK, and AK could be there depending on how bad he is.
Dont give anyone credit, if he has a set i'd expect him to raise this flop, however i'd still probably be getting it in vs this guy who doesnt seem to have solid stats. When he checks the turn and checks the river why on earth you didnt bet i dont know, people arent tricky you need to realise this, the amount of times someone would ever slowplay a set here and check the river is so small its not worth worying about, bet bet bet take moneys, shrug the small percentage of time he has a set, fist pump most of the time when he has a dominated hand.

Established that shoving turn is correct but as played why didn't you bet on river? I'm sure there is some value to be had at this point. If he has a set and checks to induce on the turn. when you check back he bets out close to 99% of the time on the river. When he doesn't we know he no longer has a set on his range and can bet the river for value from a fair few hands.

The turn is pretty close to the nut card for your range, you should fire or shove like all the time.

Barring that, as Blue said, the river is an easy value bet.

Pairs are hard to make, overpairs are hard to have and people hate folding overpairs and almost never fold them on the flop. Sets are really really hard to make. Even ignoring KK/AA, hands like 77 he could call with or other random junk, the combos of overpairs outnumber sets 8-3.

Villain has like $2.75 behind in a $3.70 pot, shove the ****ing turn! He will call with LOTS of second best hands.

i dont think the fold to 3b stat means anything with that tiny sample size, i think you should feel warm and fuzzy getting the money in, and with those stacks sizes you have no worries

Highly doubt he would have folded to a turn shove. I mean he called a 3bet preflop with it and he does have a gutter + FD on the turn. SOOOOOOO much lost value. :(
