once he checks on the river, he should have a medium strong hand with showdown equity. Although I'm not really repping anything, since I'd be betting the turn with a draw/set, he should be able to fold most of his range if I bet pot. is it ok?

Don't bet the flop.

I think you have a higher rate of success betting turn than you do river. You don't rep anything other than 77. In short, don't bet this flop unless you intend to barrel when called.

I find it hard to believe a good capable TAG isn't double barreling a FD here. If villain doesn't think about that and can only think on level one then surely it is a bad idea to bluff him in the first place?
