Whatever you choose - it's your choice as both are right in my mind. But the turn is a fold once you choose to call the flop and villain shoves on turn.
Against 2 loose players just call the flop , after all you only have ace high and you have a lot less fold equity then you would against nits.
Second problem with raising is CO witch has position on you .
Against 2 loose players you don't have as much fold equity as you think.
Keep the pot small until you hit your flush. Fold to any substantial action on the turn.
If you are heads up and have position a raise is better. as you have more fold equity and you likely get a check on the turn and a free card.
Try not too stack off 100bb too much with flush draws , that's just pure gambling , good cash poker is a lot more than that.
