I know I should 3 bet here most of the time pre but my plan was to raise his bet on any board. I just happen to hit and thought i could get more value calling flop and raising turn. hand didnt pan out the way i planed though.

Raise the flop, board is too risky to allow cheap cards. Get it in on the turn easy game

Raise flop, slowplaying sets is acceptable on really dry boards vs people who can fold overpairs or toppair to a raise (doesn't happen often at 4NL).
Raising on flops with draws is a must. It makes your raise look weaker to value hands and charges the draws.

I know I should 3 bet here most of the time pre

Punch whoever told you this.
