Calling this was bad, but I cannot put
this guy on a hand here. PFR from UTG here
seems like KK, but I could'nt seem to call it off...

UTG minraise from this guy is probably like TT+/AQ or something. I would 3bet because I have blockers and seeing a flop with this guy without KK/AA or a spec hand sucks balls.

I can't figure out what his turn raise means. I'd call and honestly call a river barrel as well (if it's not too big) because wtf, he's not repping anything he can have unless he somehow showed up with A9 and peeled a flop donk. AA and 88 are absurd for this line (if he was gonna spaz with a set why the turn? If he had 99, why did he peel with 2 outs?). I'd call river and make a note of whatever he has.

I think 3betting AK is standard in almost every spot. Against tight open ranges the only hands you're getting any money out of postflop are AQ and the occasional bluff; so turning it into a bluff against a tight player is often a more profitable line since you block the entire top of his range. Against looser opening ranges, 3betting AK improves your postflop equity significantly, because you dominate most hands that call.
