$4 NLHE 6-max: Turn a set: Bet sizing on a wet-ish turn

Loose/passive villain. Could really have anything.

Turn brings me my set, but also bring home a possible straight and a flush draw.

What should my thinking be on the turn? How do I determine bet sizing here. If I got a call, would I give up on the river if it didn't improve my hand? If I was 3-bet, I should fold, right? With such a passive player, action on his part has to be a hand that beats me (at least most times--I could see a raise with an AQ).

Bet and bet big, and don't fold. If he c/raises he'll have too many overvalued top pairs, slowplayed overpairs, too many smaller sets, too many pair+draw hands, and turned backdoor draws. Passive players will surprise you with the hands they value as 'strong'. (LC AK to 'trap', c/c flop because hurr durr I have AK, raise turn because now I have a draw).

Even if their c/r range for the turn is much tighter and we have worse equity, we still have enough not to fold if he shoves.
