Well no one knows how to bluff raise the river at these stakes so you can assume this is a value shove. You just need to try and see if you beat any of his value hands that might bet like this.
Personally would not have cbet this flop into two players. It's not that bad because you are going to get a lot of folds on that board but you bet strong preflop and got two calls so you are going to be behind on this flop to a lot of higher pairs and Qx and you are bloating it with little chance of improving. By checking flop you also get information from the buttons actions.
When you bet the turn and get called you have to start narrowing the ranges significantly. I'm looking at 66 AQ maybe some weaker Qx, 45 and a few 87 QQ 67.


So do I bet the river? probably especially against a fish but I'm looking to get weaker hands to call and I'm folding to a raise.
The 8 only completes 45 and a few unlikely combos of 87 so I bet no more than half pot maybe less 35-40% as the pot is a bit bloated looking for calls from Qx and fold to a raise.

Lets take away that he is a "fish" for a moment. If he was a normal player you would be beat here more often than not. 67 and 78 are both beating you, you also lose to 66 and QQ, and he could have floated you with 88 given this configuration. So against a reasonable player you dont have a lock on this hand by any means.[FONT=NotoSans, Lato, arial, sans-serif]

If you add him your perception of him he can be much wider, to include some hands you beat like AQ, 79 suited? things like that? But also more hands you lose to like Q7 maybe if hes really out there?

I think a line I would prefer here is to check the turn and bet/fold the river. I doubt he is reraising you with a hand you beat on this board. Sometimes fish get there, the best players can fold big hands to them when it counts!
