Villain has a 100% fold-to-cbet (3/3) which is why I checked the flop. Still wanted to get value from the wonderful turn card and bet small hoping to not scare him off. Would you have played this differently? What would you do on the river?

Bet the flop.

+1. Don't check there to someone playing 59/4 (even if it's over a scant 27 hands). If he doesn't want to call on the flop it will be uncommon that he'll then call on the turn.

I would also bet flop and probably bet at least 3/4 pot on the turn

3 hands isn't enough to tell you anything.

27 is enough to tell you he plays a wide range preflop, and will likely be hitting lots of marginal pairs postflop.

You can't get value from the guy if you're not putting money in the middle.

I'm betting about $0.34/0.36 on the flop. Assuming he calls you have $1.30 in the pot on the turn. So I'm then betting about $0.76 (slightly smaller than normal to get him to come along), which would make the pot for the river $2.82 leaving you with about $2.68 where you can then get it AI.

If he doesn't call, it's not a bad thing, there are plenty of times when he will and you'll stack him. I'm never checking that flop to a fish.

I bet every street and bet them larger. Your definitly value betting way too thin to even consider checking the flop.

I go for three streets of value, adjust bet sizing for a reasonable river shove.

Pretty much agree with everyone here. Stay aggressive and bet, I actually think you have a better chance of keeping him around by leading out on the flop. It's a standard continuation bet as far as he is concerned, if he has any piece of the flop he will likely stick around, may even come over the top to see if he can take it right there.
