His range here is huge, he's on the button so auto putting him on AT or KT is just weird, any of these 9T,78,99-66,TT,QJ are possibility's, usually i find these min-raises on the flop are strong, he's like, OMG I FLOPPED A SET MIN RAISE!!! he's giving you good odds to call but that doesn't mean you should, he could be raising AK or AQ for all you know.
I can't remember who said float him either but, and dont quote me on this, i'm sure floating is flat calling a bet IN POSITION as well, with the intention of seeing what he does on the turn before betting if he checks/folding if he bets, flat calling oop is not a good place to be 'floating' someone, just sucks b/c as you done, if it comes a blank theres not much you can do but c/f.
Your cbets too small as well imo, i'd have gone more like 28c i think, i dont like half potting it vs 2 villains b/c all it takes is one to call and the other guys getting 4-1 and is priced in with a lot of speculative hands.
