In my experience, 2NL people are much more passive. If they don't want to be pushed around, they typically just call the 3-bet here. And whenever I get 4-bet at these limits, its almost always QQ+. Course, I've only played about 2000 hands (http://www.pokertableratings.com/stars-player-search/CeeNine) recently while I watch football games, so its not like I have a lot of experience. But yeah, in my experience, 2NL players are weak/passive about just about everything, especially getting all in preflop. Of course, there are also the supreme maniacs, but they're not as prevalent as the weak/passives.
