This is very dry, especially since villain reraised you, so I would go for c/c, donk/3-bet any turn. We are not really concerned about giving free cards either, since his ratio VP$IP to PFR is huge and he is much more likely to come up with AK, AQ, KJ, KQ than QJ here.
Leading out is good though, as we can get raised some of the time and we just flat and then follow up with a c/r on turn.

leading and trying for a b/3b all-in is pretty nice here. when you donk into him for $4 i think he's rarely folding anything he 3bet pre to this board, so i'd expect to at least get called. if he raises you, i don't like flat-calling as much as reraising, and if you think about his likely range here, you might see why. i'd just shove if he raises
check/calling and leading the turn is also reasonable
I led for $3 with the intention of either pushing if he raised enough to commit him, or calling, then ch-r the turn AI.
I ended up getting just a call, then ch-raised his $5 turn bet all in and scared him off. Too much too fast

With deeper stacks like that, you have to play it faster, and hope your opponent has a strong enough hand to come along in order to get all the money in. I like your line, Chuck, he just didn't have it this time.

I was literally about to suggest that exact line: b/c flop then c/r turn - no way with massive raise pf he's folding that board on flop, even with AQ I can't see him going anywhere given his fishyness. Our flat call (if applicable (faced with raise)) on the flop then check on turn will definately induce bet from fishmeister regardless of his cards = beautiful line (= poker crush on ChuckTs )
