I'd value bet. I think he has T/T or maybe K/J. I think he'd bet more than half the pot each time if he had something better than TPTK.

When his TT failed to river his straight he checked.

What do you fear here? Q/T sooted? A set? I just don't see him slow playing that all of a sudden on the river.

I'd throw $3 in and see if he bites.

I'd raise the turn. Betting like this he's either got QT or a draw/bottom pair type hand, and obviously the draws are more likely. I value-raise the turn for like 7$.

I would argue that it's a bit unfair to judge the turn when you know he'll check on the river, but I agree nonetheless. Value betting the river is probably a good bet too, because as SP said, he's not going to suddenly slowplay the river.

as played definitely vbet the river. I'd tend to agree with c9 that with such a small turn bet you are almost always looking at hands like TT, 9T, JT etc and so i'd probably raise turn and vbet river. Most guys like this use these as blocking bets moreorless, but they aren't willing to let the hand go so you can eek out quite a bit of value since often they are turning their hands face up. Typically you don't want to get too out of line on flops like this, but given the way villain has played it/bet sizing i think you can be pretty sure you are rarely behind (and villain will let you know if you aren't, since guys like this aren't likely to play back at you without having you beat).
