Villain: 33/8/1.3, pretty fishy, hasn't done anything out of line yet.
Me: ~15/10/5

pokerstars No-Limit Hold'em, $0.25 BB (8 handed) Poker-Stars Converter Tool from FlopTurnRiver.com (Format: FlopTurnRiver Cards)

Button ($4.40)
SB ($13.85)
BB ($15.50)
UTG ($23.65)
Hero ($25.25)
MP1 ($18.60)
MP2 ($25)
CO ($29.05)

Preflop: Hero is UTG+1 with

.
1 fold, Hero raises to $0.85, 4 folds, SB calls $0.75, 1 fold.

Flop: ($1.95)

(2 players)
SB checks, Hero bets $1.35, SB raises to $2.7, Hero ...

What's our plan for the hand? Villain is shortstacked so we could probably stick him in here expecting to see a call from some weaker pairs or maybe even a draw, but the ch-minraise to me is indicative of a pretty big hand; 2 pair or better...

Stack sizes are very awkward for a push here and any reraises in committing us. I think we are good against SB range more often than not: 97 has us behind, but with outs, set has us drawing almost dead but that's the name of the game. He might also be picking off your c-bets. I call this and reevaluate turn. Probably find a fold if villain turns an A or a K.

Advantages of calling is that villain might try to bluff into us with some, if not all of his range on the turn sometimes (since he is shortstack and can put us on a steal) and shoving here only nets us more money if this is a weirdly played A9, A7, 88, TT, 33-55.

I called, then stuck him in on a rag turn and he showed 22 for the win.
