Villain is 78/26/1.5 over 25 hands. I have seen him limp and call raises with a2 and 23 offsuit in this period of time. Utg 1 is 73/0/.8 after 22 hands, both seem pretty fishy. Whats the line here?

Calls, I think. If you find yourself called on a reraise, I think that puts you in the uncomfortable position of playing a large pot with a smallish hand (TPTK).

I think I'm ahead of most of his range here, I'd say he's raising 99+ almost always preflop. So that leaves 66, q9, or q6 that i'm behind. And I'm ahead of all the other queens, mid pair, flush, and straight draws that he could be donking into me with. I was thinking if he had a strong hand here like a set or 2 pair, he would be more inclined to check raise or jam pot to protect against draws instead of leading a standard amount. I obviously don't want to stack off with tptk in most spots but how do I respond to a 2nd barrel on the turn when a blank or scare card comes. Just calling the flop gives him leverage since if he makes a standard bet on the turn, at that point I'll have to make a commitment decision, with a lot of potentially unfavorable cards. With villain's hand ranges being so wide and overvaluing a lot of his hands, I would fully expect this guy to call me to the felt with any draw, any queen, or any pair+draw. Also he would most likely double barrel the turn with any of these hands, putting me in a tough spot. Calling may well be the right play here just wanted to point out a few things here for discussion.

Raise and get it in? I don't really see the problem here. You crush his range and he's definitely going to pay you off with worse hands.

Hes not leading into you with anything that beats you and hes the type of villain that will pay you off with KQ, QJ, and worse. Just raise it for value. I have no problem getting all in with TPTK against a villain like this all day.

Important note to keep in mind; 25 hands will not provide an accurate picture of a players tendencies so use them judiciously if you have a small amount

"I have seen him limp and call raises with a2 and 23 offsuit in this period of time."

I think he would go for a check raise or check call if he flopped a monster. Taken into consideration with his range, I don't see a problem with stacking here.

The only reason not to raise would be if you think he'll fold weaker Queens, but will double barrel if you just call. If he'll call a rerasie with KQ/QJ (which seems likely) I make it $9.

Absolutely agree with WV there ... I was thinking a nice raise to $9 is the right move. His range, he could honestly have just about anything and probably is betting either a mid-pocket pair or a crappier Q or even midpair.
