No he doesn't. You want people to incorrectly call with draws. Betting more and "push[ing] him off the draw" lets him easily make the correct decision. When he calls without odds
, we win. Even further, when he did hit he didn't get paid off so we gave him 0 implied odds. We made villain draw incorrectly and then didn't give the implied odds. This is a long-term win, he just played it badly and happened to hit this time.
