The turn check is ok because the board is scary as hell for anything worse than the straight (and judging by his flop check-call, he has 1 pair or a draw) and you aren't getting two streets of value out of any of it. Since you're only getting one more street of value, better to do it on the river where you're not building a pot against a flush.
Up until the river I think he has enough Ax, KJ, KT, QJ, QT hands in his range that I think we're way ahead but none of that value bets the river so he either has a hand that beats us or he is turning his hand into a bluff.
I call because his bet is only half of the pot, if he made it pot size I fold. This changes a lot based on any history with the opponent.
