You're going to get called a lot even when you do pump this to $3+. By min-raising you're broadcasting your hand, but you still don't get value. So you give them information that they will use to play better against you, while you get very little money in the pot in return.
3-bet this preflop to $3.75. We don't mind being heads up, and we want to make the stack to pot ratio small so that we can safely stack our over pair. Don't check that flop either.
