A 14/9 at 25nl (I'm assuming all 300 hands are at 25nl?) isn't a good thinking player, he may not realize he can get alot of action on this flop - it wouldn't surprise me at all. I'm pretty sure it's this kind of player that spawned the reason for the Baluga theorem.
The more I look at this and the comments, the more it looks like a fold. He's probably passive, the board should be scary as hell for him...
