When I see a wet board and a min raise I'm putting him on a semi bluff draw. I considered re-raising here but thought as he was steaming id let him do the betting and wanted to see the size of his turn bet

Nice hand Figaroo. You mention that you took this line because you felt villain was steaming after loosing a couple hands. My question is how would you have played the hand differently thinking he was still cool?

I see that as fine and think check back river is the best move , he is not calling a bet but may bet as a bluff with missed draws. Turn raise is fine, as already stated I don't see how this is played too much different by the fact he was tilting. If believed he would tilt raise river if you bet small then I could understand but still I like your line
