As this fish is playing almost half his hands I couldn't put him on a hand. I suppose you have to consider he has 9x, a flush draw here or a 3.

The question here is how much do we raise?
I must bet now if he is drawing as if he misses he won't call much on the river...but I dont want to scare him off.... I want him to improve to a flush or worse boat to stack off against him.... we are a bit deeper than i'm used to..

Although he won't be calling on river, due to his loose fish tendencies and high vpip could you not see him putting in a reasonable size bet as a bluff, or if he hits on for what he perceives as value with a flush etc. And wouldn't this bet be larger than what he would call on turn?

Shove here and take all his money. Fish might have some flush draw and feel "committed" to your megaraise.

Small re-raise on the turn then shove the river or does that look too fishy.

This is how it played out; I did put in a raise I felt he could call but it could have been larger with him having plenty behind.

figaroo2: raises $6.50 to $14.50
Villain : calls $6.50
*** RIVER *** [3s 3h 9h Qd] [6h]
figaroo2: bets $20.53 and is all-in
Villain : calls $20.53
*** SHOW DOWN ***
figaroo2: shows [Qs Qc] (a full house, Queens full of Threes)
Villain : mucks hand [4h Ah]
figaroo2 collected $73.53 from pot
*** SUMMARY ***
Total pot $75.53 | Rake $2
Board [3s 3h 9h Qd 6h]
Seat 1: figaroo2 (small blind) showed [Qs Qc] and won ($73.53) with a full house, Queens full of Threes
Villain hit his flush and paid off in full

I'm coming in a bit late but the simple-est answer here is to raise enough so that he feels like he has FE if he shoves, and so that we can PSB stack him on the river - make it ~20 to go.

Whoops didn't consider we were short stacked, so I guess ~14 is fine

Just shove here. Fish will call you with any draws or pairs. Shoving can just maximize your value.

Raise more pre-flop. Make basically a min re-raise on the turn and shove the river. ez pz.

The villain will also pay you off on the turn but fold if he doesn't make a flush
