So yea I hit 3 9's with A kicker, I think a lot of worse 9x hands will call my reraise, maybe I should flat it, but I'd like to paid off with this hand,
no stats on villain.

As a standard the turn is definitely a bet for value though. With this runout against almost anyone I'm just going for 3 streets of value.

what are the villains stats?

without any read i would go bet flop, bet turn, bet riv and call all in.

Def betting the turn, then we ship the river expecting to get called by worse 9x. As played Im raising the river.

Bet the turn. Villain is bad (60 bb stack) and will call with all his draws+ on the turn. As played I raise bigger on the river.

Looked back into HH and I actually HAD stats on villain , 70/60 over 14 hands.
so he could have pretty much everything, he just called me, had 7-10 tho, Guess I couldn't just flat the river.
Might have raised bigger indeed, lucky I didn't.

Against this villain and alike (eg megafish halfstackers) I am potting the flop. potting the turn and jamming the river even if we hadnt hit the 3rd 9.
His range is so massive and these type of guys dont like to fold so just value bet big every where, there is no need to balance our bet sizing against him.

As for him having T7, thats not a reason to not raise the river, he just happened to turn up with the absolute top of his range. He will call this same river raise with 9x,8x,maybe some 6x and random PPs.
