To me there are a limited number of things that make sense here. 9's 10's Aces or possibly A9 suited. I would lean pretty heavily toward 9's with aces as a close second. Jacks up to kings he's reraising pre probably. With 9's he may want to chicken call with a fold in mind depending on the flop texture. Aces he may feel comfortable flatting pre cause he is almost always still ahead. These two hands also make sense post. 10's and up he is probably pushing the action with an overpair to push you out or use a blocker bet for pot control. A set of 9's or a pair of aces and he gets paid off by letting you drive the action. He doesn't want pot control but a bet looks really strong into the preflop 3 better. I just think you are beat here and I would check behind. I'm done with the hand unless a k or q hits the river. He is betting the river but it will be a value bet and you have enough equity, especially with the extra info you will get, to call. IF the river is a k or q. Also, if you bet here and he calls he is still betting the river and even though it is still a value bet it is a much larger bet.
Either that or it is a set up for a sick bluff that you can't call if you miss the river. Just check behind and reluctantly call if you hit. especially since he folds almost 60% of the time to a cbet you almost have to be beat here IMHO.
