$25 NLHE 6-max: Flop 2pair on wet board vs 2

This is $30 NLHE
Both villains basically unknown, only 5 hands on the BTN and he was 80/0 so obviously a fish, sb was 23/23 over just 14 hands.
Do we want to re raise and get this in on the flop?

I think this is a fold when we get 3 bet. We dont have much equity against the range of hands that would do this.

89, 76 (more likely because of the minraise), 55, 85. In this instance I doubt its a top pair spazzing out because they very rarely minraise. Usually the nuts here.
