Pretty meh spot but Btn v B I probably call down too. The only thing that reeks in this hand is that this is a pretty bad board for a 3 barrel bluff and most villains in this game know that. Also his tiny turn sizing is just not going to be a bluff very often. I do see many strange things in this player pool though.
I do think I prefer just 3 betting pre and taking it from there.

Looks fine. I wish he was a little more aggressive, but in btn vs bb spot it's ok to call down here. I think at these stakes, he may not understand that if you're c/cing that turn, you're not folding that river. You'll be beat a good amount here though, but it's probably very slightly +EV to call down here.

I'm not in love with this. By the time you get to the river, it's obvious what you're doing. I fold the river. And our opponent isn't the type that thinks much.
