I would call here against a 35/13, he may have hit a flush or a straight but most of the time he has K rag/lesser 2 pair.

On the river he bet less than 1/2 pot. Calling him down is definitely the right move. With you checking to him like that he probably thinks you're drawing, so he's trying to get some money out of you. On the river hes obviously not trying to bet you off of a draw, but lots of players at 25NL don't like to check behind with marginal hands.

Why can't we bet the turn? I hate taking passive lines that make weak/tight fish bluff to get value.

I pot flop since its drawy board and i bet the turn aswell, probably barrel this river aswell since villain is fish.

His range is way wider then just flushes on the turn and we can still get alot of value when the flush hits, KJ,QJ,JT,QT,KT,Adx,other combodraws,sometimes Jx,,and against this guy probably some Kx,Ax,Qx ect that just dont want to fold, all call a turn bet but often check behind the turn leting him own us by betting mostly the strong part of his range.

Yeah if he is floating wide and betting all turns i guess its fine but OOP i much rather be the aggresor.

Top two pair is the nuts blind vs blind, especially against a loose fish. I value bet 3 streets and I bet pretty big all 3 streets. Sometimes you'll be valuetowning yourself but the majority of the time youll get value out of more hands than when you go for the check/call line.

yep, bet/fold. Just because the flush came in doesn't mean he has it. Fish will call down with all types of shit here; stop bluff-catching vs passive fish and start opening your valuebetting range.
