As played, you got the max from his bluffs, and vs a bad player who posts and then checks, I don't think you'd be folding on that board if you'd chosen to be the aggressor.

It seems hard to bluff that board but you still beat the bluffs so I would lean towards a call. Knowing more about the opponent would help sway my decision.

A clear call. I think you played it fine. I would of made it 5 or 6bb pre flop just to get the pot heads up and prevent the BB from calling.

First of all your bet is smallish making that you get two callers and CO can have almost any two cards as hes in position, but probably not AK, KK etc as he did not raise nor 3 bet pre-flop.
Given the stats (not many hands but still) of VIP/PFR 29/10 would estimate that it is a loose somewhat passive player. There are no draws on board so he does not have a draw that he continues betting on the turn so I would estimate his range as either a stone cold bluff (two over cards), a made hand (22,9x,JJ) or some pair.

His river bet makes that his hand is polarized either the stone cold bluff or 22, JJ or 9x. Not likely that he will make this bet with just a showdown value hand like TT. As there are many combos that beat you would tend to say that a fold is ok here also you can have in your range a lot of 9x hands or 22 or JJ. As there are no draws AA is actually one of the worst hands you show up with on the river.

Not that I would be able to make the fold here but I think that a fold is the correct play here.

+1 to what Hujiko said.

Absolute easy fold though imo. What do we beat? As Hujiko pointed out there are no draws at all other than a backdoor straight thats not even to the nuts. The bet sizing here screams value, especially given that he seems loose-passive type. We only beat bluffs and his overpairs, and perhaps Jx top pair that he picked up on turn.

We are also talking multi-way pot here. He is typically (unless he is ablsoultley clueless, which is a possibility.) going to be betting much stronger.

He can have here almost anything pre, so we can be looking at hands like 94o, 22, 98s, etc. that we are massive dogs to. I doubt he has TT/JJ+ as those are pretty standard opens even for passive people.

Really we only beat a pure bluff and a slowplayed KK so we must fold.

Flop ($3.00): 2 9 9
HERO Checks, BB Checks, CO Bets $1.50 (Rem. Stack: 22.50), HERO Calls $1.50 (Rem. Stack: 27.37), BB Folds
On the flop why not keep the betting lead? If you bet out instead of check and get raised, you can then make a decision.

As played, I'm probably calling on the end unless, based on his tendencies, I can find some way to put Villain on exactly 22.
