i'd 4-bet small, he's unlikely to fold given his stack size imo and can give him the illusion of still having fold equity. but if no one is calling 4-bets flatting or shoving are ok.

Looking back im not particularly fond of my flop play. I raised for value and to try and look bluffish but looking back my line looks super strong. If I flat pre, I should probably flat a dryish flop like that one.

That flop is not dry, and you should raise the flop larger.

I'm sorry, I did a horrible job asking my question. I meant what did he do the other two times that he 3-bet you out of the blinds. Did you fold? 4-bet? Flat? I ask because the metagame I think plays a pretty important role in how to proceed with the hand, i.e. if you can expect a pot sized c-bet on the flop, then just flat pre-flop and ship the flop.

I folded both times, so thought time to polarize and all that jazz, then this hand.

i think flatting is fine preflop. Since you had folded to his 3bets before it makes it look like you could be just calling a little light this time, not giving him as much credit

And if we 4bet small he might think that you're just sick of him 3betting you and you're playing back light.

AND MAYBE HE'LL GRADUATE TO LEVEL 1 BILLION!

Flatting pre is fine. 4-betting isn't bad or anything, but 18/16's will usually know better than to go 5-bet shoving super light. This guy isn't a maniac who just wants to GAMBOL!
