There is a $5 straddle.

V: is a 30ish year-old regular. He plays a lot of 2-5 and 5-10, and is pretty accomplished in tournaments. He's very aggressive, but always shows down the goods.
He has just bought in for $300

H: a 25 year-old, playing like a nit. Been playing for a few hours. Have $450

UTG: posts $5 straddle
V (UTG-1) raises to $22
folds to Hero in MP: Calls $22 with QQ (Should I raise to $75ish? Maybe I'm playing scared money, but I just didn't want to raise $75 and play for stacks against a UTG raise)

Flop ($52): T-7-3 cc
V: bets $40

Preflop:
What would your image be to the villain? How likely are those behind you to also flat the villain raise after you flat? How likely is villain to CB?
If you are getting a lot of folds from the villain to your 3-bet and you think you can get it HU then your flat is not bad. Awful lot of ifs. Unless I'm playing with these guys long term I'm 3-betting QQ here 100%

Flop:
Do you have the Qc? How likely is villain to call a raise with a FD/SD? Is 98 in villains opening range?
About the only holding I'm afraid of is TT AcXc 8c9c
As played I'm probably just flatting this flop bet and then evaluating the turn. The pot size will be almost perfect for gii on a blank turn.

I would put in a 3bet there as we don't want to induce players to callers after us. The initial raiser since he/she is a frequent aggressor therefore it is an even easier decision to 3bet. We would be ahead of his range most number of times.

Since you flat called and on that flop villain puts in a c bet then you can still put in a raise as the flop is 10 high and looks reasonably safe. But one thing you have to make sure is to not play scared money. You can play tight - that's different but don't play scared as you will get blown off your hands often.:hmpf:

3bet pre and start to worry when he 4 bets, like others said your ahead to often. THIS IS SCARED MONEY.

You also have to realize that the $5 straddle makes effective stack sizes shorter.
$450 = 90BB, $300 = 60BB
Sounds like the straddle and the fact that he just sat down turned you into playing with scared money.

4bet is good as you may be OOP but flatting here is also acceptable if no weaker hand will call you here. Just call 3 streets if there are no A/Ks coming.

Besides, you may be playing a little bit larger than you can afford. So, avoid such circumstance next time so that you can play your hands rationally
