How are we going to bet $8 after he leads out.... that'd be a raise.
If you want to show your hand down, betting is the best choice, since if we check to him, he will check back all his crappy aces & 1 pair hands, but he will value town us with all his flushes. But if we bet, he will sometimes call with those 1-pair hands that check back.
If we don't care about showing our hand down, and don't mind turning it into a bluff, then betting like 7-8$ on the river is by far the best choice, and it only has to work ~40% of the time to be profitable, and we'll probably get at least that many folds.
So either way, if you want to view it as a value bet or a bluff, it doesn't matter. The point is that either way, betting is almost always the best choice when faced with a 4-flush river like this, even against a loose passive opponent. Its like Clarkmeister's theorem or something.
Edit - I attached a post from "the place that likes addition" for reference.
