Usually the small bet re-raise is a monster hand. I'd lean towards folding. He just called 2 bbs pre- so it's unlikely he has TT/99 type hand. He gave you every clue to say he has a small pair that flopped a set.

Snap fold when shown resistance on flop.. ur bets too big as well. 2/3 to 1/2 will do same trick

As stated, it's a fold. I suppose you're going to occasionally see both turn over worse but not often enough to make this a call.
