I would like to know what you think of the semi-shove on the turn, and his Call on the turn ... I believe that on the turn, even though it's a coin flip (52-48), still my hand has more advantage, especially for the outs that I have, his hand is horrible for a call, am I right?

I don't know anything about PLO, but here is my answer:

I like it, after UTG checks he can't be very strong, and BB can't have much either and surely you have some outs. Given the villain's hand though, we must conclude that he calls a bit easy =) so bluffing against him ever is the right choice. He would probably have paid you after you hit too.

Turn looks like an obvious check. We know it's hugely +EV to draw to the nuts for free.

In order for a bet to be hugely +EV, we need both players to fold, or have >40% equity if both call. I doubt both players fold often, and many of our draws aren't to the nuts (so we're not a huge favorite).

I think you should raise the flop to try and take it down, when the club turn hits you really only have the one play. Villain's play here is beyond horrible. In the future I would try and mix it up with him/her as much as possible and value bet the hell out of him

yeah you really need to raise that flop, you can get 1/2 your stack in at least and avoid there being any room for error on the turn
