Why's that though? If he folds then that means he has something that a) you beat, b) is very unlikely to improve, and c) is possibly willing to turn into a bluff on the river.
If he raises then he can be a) bluffing
you out with anything and taking your free turn bet, or b) taking your free turn bet. Either way you're just gifting him money.
We're not worried about straight and flush draws here, so at most he's drawing to 5 outs assuming he's got a 9 (or 2 outs if he has a pocket pair). Sometimes you just have to let people draw at those five outs so that you can squeeze out value from the bluffs/too-light value bets.
