Villian Stats (VPIP/PFR/AF): 30/8.7/1.33

BB: $0.90 (45 bb)
UTG+1: $1.95 (97.5 bb)
UTG+2: $1.99 (99.5 bb)
MP1: $2 (100 bb)
MP2: $5.20 (260 bb)
MP3: $1.77 (88.5 bb)
CO: $3.03 (151.5 bb)
BTN: $2.10 (105 bb)
SB: $0.76 (38 bb)

Preflop:
3 folds, MP2 raises to $0.06 with QQ, MP3 calls $0.06, CO calls $0.06, 2 folds, BB raises to $0.25, MP2 calls $0.19, MP3 calls $0.19, CO calls $0.19

Flop: ($1.01) 8<font color='red'>♦</font> 2<font color='red'>♦</font> 8<font color='black'>♠</font> (4 players)
BB bets $0.30, MP2 calls $0.30, MP3 calls $0.30, CO folds

Turn: ($1.91) 9<font color='red'>♥</font> (3 players)
BB bets $0.35 and is all-in, MP2 calls $0.35, MP3 calls $0.35

River: ($2.96) 3<font color='black'>♣</font> (3 players, 1 is all-in)
MP2 checks, MP3 checks

The thing about the hand that I question about is. How can I use the stats of BB to my advantage? (Stats are above the post). How to interpretate the AF in this case? Besides, he had a PF3 of 4.3% on a sample of 89 hands. Basically means AQ+ JJ+ so I guess having queens was kind of a way ahead or way behind situation?

If he's playing 30% of all hands while shortstacked, then he's not playing MSS. Also means that he's not going to be folding if you re-raise him.

I 4-bet him preflop, so he's all-in.
If MP2 still tags along after that, then he's going to have an all-in decision on that flop.

As played, I raise the flop. With the amount BB has behind, he's not folding anything, and I'd like to extract value from MP3, or get him out.
As played, I raise the turn to extract value from MP3.
As played, it looks like MP3 has a pocket pair 44-77. I'd bet the river. If MP3 had trips, he'd have raised the turn, and if he had a bigger pair, he'd have 3-bet preflop. You have nothing to fear from MP3. So extract from him to compensate for the times you don't beat BB.

Look at it this way: if his range is AQ+/JJ+, then you're only beaten by 12 combos of KK+, you chop with 1 combo of QQ, you beat 6 combos of JJ, you flip against 16 combos of AK (with the odds slightly in your favour), and you're a big favourite over 16 combos of AQ. You're a slight favourite preflop. Add a couple of TT/99 hands in his range or worse, and we're looking even better.
Once that flop comes, you're only behind KK+, beat the rest, and he's not folding with the little he has left in his stack.

Dream flop for the QQ especially if you have the Qd.
The BB has put in half his stack so he's effectively all in by the end of the hand so you really need to focus in on MP3 here.
Tim is right you will sometimes be beaten here by AA KK held by the BB so if you can stack MP3 we can still win money on the hand.
MP3 just called twice pre flop so you can remove AA KK from his range unless he is a total fish beginner.
So on the flop we are only realistically losing to a set of 22 or quad 8.
MP3 can be wide here but it smells of a medium pair, you're hoping he has JJ TT 77 66 55 rather than 99. He could also have big diamonds hands like AJ. And these are his best hands remember there will be loads of other junk hands here also.
The big diamonds are the hands that can and will out draw you at least 25% of the time so you need to charge these hands and not give free cards by slow playing.
By just calling the turn he only has to pay 35c to win over 4 times that amount so you are giving him more than the correct odds to draw to a flush and that doesn't even count his overcards to your QQ.
So a raise on the flop is going to be good. The problem is you may force him out, but JJ TT and big diamonds are all probably hanging around even to a raise.
So the river is a Perfect brick honestly other than a Q you couldn't wish for better. So now you MUST bet in case he checks behind with all his worse pairs.
This is as clear a value bet as you will see with a one pair hand JJ TT will probably stack off here.

Thanks for the informative comments!

The ranges that you guys put out make sense. Looking back on it I should 4bet against these shortstacks for sure. Besides in multi-way situations, when one player is (going to be) all in focus on extracting value from other player. This concept is something I ignored just like in a similar scenario posted here: https://www.cardschat.com/forum/cash-game-hand-analysis-50/2-nlhe-full-ring-tt-vs-296893/

Spoiler alert:
Villain had KK so that's why I was a bit confused about this hand
