Villain is a loose fish with 58/18 stats. I had QQ in the SB and thought even though villain raised, my Queens are still strong against his ranged so 3bet and was called.

I hit a pretty safe board so i bet near pot and villain reraises. i feel that villain could do this with a flush draw, prob not a straight draw, TPTK and underestimates my hand, so I decide to reraise shove to put villain all in. Was this the right play?

This looks fine to me, a fish can raise that flop with plenty of hands: lower PP's, FDs, straight draws and one pair hands like A8, K8 etc.

It's unlikely (but not impossible) that he would call your 3bet with 85, 83 or 53 so you are only really worried about sets I think.

think your reraise was too small. At last you have problems with every pair, They get exellent pot odd if they flopp a set.
Put in the raise + additional 20 % of his remaining stack then your play is ok.

The 3bet should have been bigger because 1) Hero is OOP and 2) it needs to deter multiple callers. But it is big enough to make set-mining incorrect play. Although technically UTG+1 had the pot-odds to call to set-mine, he needs more than pot-odds because to get stacks in Hero also needs to flop a good hand.

It seems that the standard reraise size for a 3bet is 3x the bet and any more just folds out the villain. Is 4x or more necessary tp be EV+?

I go 3x IP and 4x OOP. Same range of hands seems to call either way.
